INITIAL DIFFICULTIES OF PAKISTAN
Pakistancame into being as a free and independent state on 14 august
1947. At the time of its creationPakistanhad to face in favorable
circumstances and problem. These problems were a threat to the
existence ofPakistan.Pakistanhad no sufficient recourses to solve the
problems like lack of finance, agriculturalsetback, insufficient
defense system and rehabilitation of a large number of immigrants
among fromIndia. The solution of these problems was imperative for its
existence.
Following are the problem faced byPakistanat the time of its creation.
ESTABLISHMENT OF PAKISTAN
The immediate task before the nation was to establish was at workable
administrative and governmental machinery to run the affair of the
state.
The acute shortage of competent and experienced person who can look
after the new government system was a problem.Karachiwas chosen as the
capital of the country. Proper arrangements were made to bring the
officials who have opted to come toPakistan.
DEMARKATION OF BOUNDRIES
A commission was set up under Sir Cryil Redcliffe to
demarcatePakistan's boundary. He deliberately handed over Muslim
majority area Ferozpur, Jalendhar and Gurdas pur toIndia. Later
onIndiaforcibly occupied the state of Junagadh which had acceded
toPakistan,by declaring wagah as the boundary betweenIndiaandPakistan.
The unfair demarcation led to one of the hottest issue of the world
known asKashmirissue.
REFUGEE PROBLEM
A large number of Muslims were living in the mainlandofIndiaafter the
creation ofPakistanthese people started migrating toPakistan. The
influx of refugees created a big problem for a newly born state with
its limited resources. There was hardly any reasonable accommodation
available inPakistan.
DIVISION OF ASSETS AND MILITRY EQUIPMENT
WhenPakistangovernment was established it required furniture for
office equipment which was not given toPakistan. The furniture sent
toPakistanwas broken and in shabby condition. There was lack of paper,
pen, pins etc.
After independencePakistanneeded armed forces and military equipment
for their safeguard. The equipment given to Pakistani was mostly
obsolete. The machinery was outdated.
It was decided that army soldiers and men who opted forPakistanwill
join the forces but many of them were those whohad not returned from
World War II.
FINANCIAL PROBLEM
WhenPakistancame into being there wasa cash balance of billion of
Rs.Pakistanhad to receive only 200 million as on opening balance. Its
share was later on fixed by mutual agreement at 750 million. The
remaining 550 million was to be paid. The Indian government refuse to
givePakistanits agreed share onMr. Gandhi instance Indian government
gave 500 million toPakistan. The remaining 50 million have not been
paid up till now.
CANAL WATER DISPUTE
With the strong hold ofKashmir,Indiawasin position to stop the flow of
water in the rivers of Punjab stopping the supply of water toPakistan.
In the beginningPakistanhad to pay big amount of money forgetting
water for its canal but afterwards under the supervision of the World
Bank the Indus Basin Treaty was signed in 1960 dividing the river
equally betweenPakistanandIndia.
CONSTITUTIONAL PROBLEM
At the time of creation The Government of India Act 1935 was adapted
as interim constitution. A constituent assembly was set up to frame a
constitution. It failed tofulfill this task and was dissolved in 1954.
The second constituent assembly was elected which framed the
constitution ofPakistanin 1956 due to certain flaws in constitution.
It was abrogated in 1958. The second constituent was implemented in
1962. This was abrogated in 1969. The third constitutionwas
implemented in 1973. The abrogation of 2 constituent led to political
unrest and constitutional crisis inPakistan.
CONCLUSION
At the time of independence ofPakistanfaced many problems. The step
taken were long lasting and well planned. But now after end of a
century the seeds which were sown at that time by our leader are now
giving fruits to us.
